Notes:
I live in northern Illinois and this shrub is in front of a business I frequent. ItÕs less than 2 feet tall and about 2 feet in diameter.

Without flowers I could only speculate for now. To my eyes these leaves look like either rose of sharon (Hibiscus syriacus) or ninebark (Physocarpus). Flowers are needed for this suggesting ID. Perhaps you could ask someone at the business about the flowers color, shapes, etc… If that doesn’t yield an ID, please give us an update when this blooms. Resubmit with photos flowers (fruits if there are any) & the whole shrub. Click on the images below to enlarge. Again this only a speculation.
