I just moved and on the property is these rose bushes (not sure what type?) that look top heavy and probably need pruned. I’m also wondering what this small bright green plant near the bottom is… is it another rose bush sprouting? or is something i can pull? any ideas?

The “bright green plant” appears not a rose. It’s hard to see its main stem/trunk to tell more. And doe it have thorns? Please resubmit with photos of its side view, close up of the main trunk, leaves & their under sides. There are many varieties of rose. You should wait on pruning to see what kind of blooming habit it has (some blooms only once, other several times a year). Check out the link below with further help.
