Notes:
The builder planted a bunch of these in my front yard but no idea what they are or how to take care of them. They appear to grow underground and pop up feet away like crab grass.

Maybe something in the Leymus syn. Elymus genus. I’m not an expert in the grass family and can’t tell which species or cultivar is yours. The included links below with more with information and trimming method. The first one is for a cultivar ‘Blue Dune’of L. arenarius species (Lyme grass).
