Notes:
This is a shrub that I haven’t been able to fully identify. It is native to the Southwest of the USA. I have seen it growing in many sandy areas, but I do not know the name of it.

It does look much like a saltcedar. Does it bloom in a pink, cloudy looking whispy way?

This looks like a type of Tamarix. Maybe Tamarix ramosissima. Also called Saltcedar, and Tamarisk.
