Need help identifying what is wrong with my knock out roses. Is this rose rosette disease?

It isn’t rose rosette virus. Looks like insect damage. I’d bet on rose slugs. Look on the underside of leaves to find the tiny, green “worm.”

I am having the same thing on all of my roses not just the Knock outs. Flowers are good but leaves look terrible.
