It’s difficult to tell with out the flowers. I’m taking a guess here only, with these leaves it could be a species of jasmine. If this is jasmine, it’s either the winter jasmine (Jasminum nudiflorum or the Japanese jasmine (J. messyni)? Sorry, I can’t tell why it has not bloom. Maybe the last included link can help more.
