Can you show us the whole plant (?). With out flowers to help narrow down, I’m wondering if this might be a species in the Matricaria genus. If this is of the genus, checkout these species are listed in AZ, M. chamomilla (scented mayweed), M. discoidea (pineappleweed) from these included links below.
