Grows 12 – 18 inches like a shrub and then sends out long, aggressive vining tendrils that wrap thightly around any upright plant. Very aggressive. Horrible

This looks like staff vine or bittersweet (Celastrus). Your plant maybe the invasive non native Oriental Bittersweet (Celastrus orbiculatus), as you mentioned its extreme aggressive growth. It is a great threat to the native eccosystem.
