Raspberry – Blooms but no Fruit

Q: My Heritage raspberries have been planted for a few years and never produced fruit. This year looks promising with so many flowers. But they all looked like the attached picture. Am I going to be disappointed again?

Since Heritage bears fruit in fall as well as spring, fertilize now (early June), then leave your plants alone and report back what happens.
