It is fuzzy and grows from a central point sending out long stems along the ground with these little fuzzy white seed clumps.

The white fuzzy, wooly look does give it a frosty appearance. To my eyes this isn’t frostweed (?) but not having the pant in person I only speculate.
The flowers details are not to clear to be certain, I’m wondering if this maybe something in the snakecotton (Froelichia)? Possible the F. floridana? Common names include: field snakecotton, plains snakecotton, slender snake cotton, etc…
