Notes:
My rosemary isn’t well. Was fine last summer, over winter was in a plastic portable greenhouse. leaves are all yellow. 1 pix shows a new rosemary to compare the leaf color. No stems are droopy so I don’t think it’s root rot. Should I cut it back to nothing and see if it lives? Help please. Thank you

Not able to see this in person, with these mottling looking leaves I suggest you check out these included pages for rosemary with similar appearance that cause by various insects i.e. thrips, spider mite (there is some webbing on the right of the plant), leafhopper, etc… In case the older plant is having an infestation from these pests, I would move the new healthy plant far away from the sick one.
