Notes:
There are several of these trees on a neighboring lot. Each fall the leaves turn black, fall on my property and white flies (I think) fly everywhere. They create the biggest mess. Any suggestions?? Is it a hackberry?

It does look like a type of hackberry (Celtis). Maybe the Celtis laevigata (sugarberry)? Check out the included link below for more information and other species as well.
The white flying insect are not clear enough to tell. I’m wondering if the leaves black coloring might be sooty mold, it is honeydew from the woolly aphids secretion. Information is in the second included link. Best wishes!
