I just moved to Dublin, GA. This plant grows along our fence-line, near a creek. The way the leaves are grouped is striking and we haven’t been here long enough to see if it blooms. I bet you can tell me what it is!

Can you show us a closeup of the main trunk and side view of the plant. For now I’m guessing maybe a type of wax myrtle (Morella)? Possible the M. cerifera? Check it out and see if you have a match.
