Looks like variegated New Guinea impatiens, I agree with laura735. They should have large flowers covering them. The plants do not look very healthy. They should be a mound shape, covered with larger variegated leaves, buds and flowers. They may have been kept pot bound for too long, before planting in the ground. Perhaps not getting enough light. These are tropical plants that grow well in moist fertile soil with compost or organic matter added. Growing best with part sun, or almost full sun with watering to keep the soil moist and fertilize as needed. Cuttings can be taken, dipped in rooting hormone and rooted in peat moss, vermiculite, coconut coir soil kept moist. Or dig up the plants if you live in an area where it will frost, shake off soil from the roots,trim the top growth tips or down to half the height of the stems. Spray with water to prevent any insects from hitchhiking. Then plant in a suitable size pot using a tropical potting mix. Grown indoors with enough light,the plants will bloom and can be Planted outside again next season. These are mostly treated as seasonal flowering plants replaced each season.
