Notes:
Found this growing on the side of the road. We could not decide if it is a shrub or tree, the plant stood about 5.5 ft tall. It is thin and leggy with many stems. The yellow pod appears to be growing out of the underside of the leaf. Upon close inspection, the small orange “seeds” inside the pod appear to be tiny insects, possibly a variety of aphid.

Appears to be a species of sumac. I don’t think the pod is part of the plant, probably is made by the insects you mention.
