The plant’s details are too blurry to call. Also the branch is not long enough to tell more. For now, I speculate perhaps a species or cultivar the magnolia genus with similar fuzzy buds like yours. Again, I can’t see clear enough to be certain. Check out some of the varieties in the genus of Magnolia from the included links below. The first link is for Leonard Messel Magnolia.
