Notes:
I’m posting this on behalf of a resident in my town who posted the picture in FB so I don’t have all the details. Found in Massachusetts backyard. It appears not to be woody, and the leaves are not shiny. Guesses have included fish scale plant, boxwood and privet, but those are woody with shiny leaves, right?

It’s too bad that we can’t see more of the plant itself to help narrow down. Also the reflective light distorted the specimen’s details, i.e. back of the leaves, leaf veins & close up of the plant’s base. For now I could only tell you my speculation from the photo. This might be a new growth leafy shoot of a boxwood cultivar(?). Check out some of the box wood varieties images from these included links to compare.
