The plant’s leaves & flowers are not clear enough to tell for certain. I’m speculating that this could be a species of vervain (Verbena) perhaps (?). If this is of the genus, I can’t tell which one this is. Check out these included links below for two species in the group, the blue vervain (V. hastata) & Brazilian vervain (V. brasiliensis).
