I suspect this may be a False Dragon (but not sure). Whatever it is, this is the first time I’ve noticed hairlike structures on a flower blossom. It stands about a foot tall and was planted near the road where it gets plenty of sun.

Maybe a species of beardtongues (Penstemon) (?). Sorry I can’t tell which species this is. “those little hairs” according to sources, these are called ‘hair’ also.
