Notes:
New growth looks blue-ish. About 10 feet tall and slow growing. Seems very scraggly. Unsure if removing dead branches will harm the tree. Can I fertilize somehow? A name would give me someplace to start for care information. Thanks!

hard to diagnose specifically but this is typical of poor root system: too close to house, soggy soil, etc I’d remove it
