Appears to be a tall weed with small white flowers that all types of bees love.

Can’t see the leaves very well, but they suggest it may be a tree, Baccharis halimifolia, if the main stem is woody. At any rate, a better photo of the leaves would likely be necessary for anyone to make a more confident ID.
