I wish I could see the rest of the plant to be certain. For now, I’m guessing this might be a species of Elephantopus genus. According to sources Carolina elephantsfoot (E. carolinianus), tall elephantsfoot (E. elatus), smooth elephantsfoot (E. nudatus), and devil’s grandmother (E. tomentosus) are present in GA.
