Notes:
A friend gave me two cuttings of this plant, which she has on her balcony in full sun, growing about 60cm tall. I put one small cutting into a pot in soil and it is now (after about 4 weeks) making new leaves, and another in water, which is now sprouting one weak root. The cuttings did ooze a milky substance.

Maybe a smokebush? Do the flowers look like smoke above the plant? https://www.google.com/search?q=smokebush+leaves&oq=smokebush+leaves&aqs=chrome..69i57j0l3.7091j0j4&client=ms-android-verizon&sourceid=chrome-mobile&ie=UTF-8#xxri=10
