Notes:
I was told I can re-submit this if I had a better picture of the leaves so that is what I am trying. I believe this could be a Nadina Firepower but laura735 mentioned it could be a “a cultivar of Virginia sweetspire (Itea virginca) ÔHenryÕs GarnetÕ)”. However, it does not flower anything. It does produce some “buds” but dries up and falls off. It is mainly a green leaf shrub threw most of the year. In Oct. it starts to change color, Nov. it is burgundy/brown and by Jan. all the leaves are gone.

Hi Brian, appreciate the follow up with these great photos. I could see now that the leaves appear to be opposite each other on the stems (?, this rules out Itea virginica. Because the lack of flowers again I could only speculate here. These leaves looks similar to a type of deciduous Viburnum. Possible V. nudum. Check out the link below for one of its cultivars, V. nudum ÔWinterthur’ leaves images. Again it is only a guess that it could be Viburnum until it blooms to confirm or rule out. About Nandina, according to sources its leaves are bi-to tri-pinnately compound. I can’t see this in the two photos you posted on here. If this is Viburnum and why it fails to flower, I don’t really know what could be the cause. I suggest you try the local Agriculture Extension for further help. And they likely to help with its ID also. Best wishes! https://www.google.com/search?q=Viburnum+nudum+%27Winterthur%27+leaf+colors+in+the+fall&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwiMu8rnqaHVAhUn64MKHTpVD9gQ7AkIOw&biw=2144&bih=1015#imgdii=vrk2GnXnAhP-VM:&imgrc=4nkHeQUFxMclwM:
