Yes, this is poison ivy. Poison Ivy takes many forms. When small it looks like your picture. But it can also grow up as a vining plant. I have seen it 30 ft. high on trees,with hairy vines holding tightly to the tree. When this big, it’s vine can be 2″ in diameter. The vine looks hairy as it gets some age. I have also seen it look more like a bush when it gets repeatedly cut back to kill it. I have found that just brushing he plant will not normally cause a rash. But, if the plant is damaged, the oils will be on these parts. When cutting firewood here in VA I often have exposure to Poison Ivy. For me, if I wash with soap and water (within 1 hour), and then use antiperspirant on the effected area, I save myself two weeks of itching. The aluminum zirconium in the antiperspirant does a good job of pulling the oils off your skin. Applied as soon as you feel or see the rash, it will be gone in three days.
