I can’t tell exactly which genus it belongs to with the flower. I could only suggesting that you check out these two genera, the Scotch broom- (Cytisus scoparius), and the shrubby lepedeza (Lepedeza bicolor). There is one more group yellow baptisia ( Baptisia sphaerocarpa), with out the plant’s scale and its leaves do not seem to fit in that group.
