Could you show us the whole plant? For now I ‘m speculating this could be some thing in the genus Callistemon (bottlebrush, perhaps the dwarf bottlebrush cultivar named ‘Little John’ in the (Callistemon viminalis) group. If this is C. viminalis ‘little John’, the “fuzzy blooms’ are the new leaf growths. Check out images from the link below and see if you have a match. Again, I’m only guessing here.
