This looks like Lycoris Radiata, whose leaves are above ground and feeding the bulb over the winter until late May/Early June when they die back- only to shoot up traffic stopping blooms in late August and starting the cycle all over again. You can research, but most sources agree the best time to dig them up and transplant is June/Aug when they are dormant.
