Notes:
Part of me suspects this is either a water oak or maybe even an elm but I’m just not sure. I live on Skidaway Island (Savannah, Ga) therfore am surrounded by various types of water. This tree sits just feet from a large man made pond. The poor tree also looks to be suffering some type of Pest (scale maybe) and or disease. Any insight would be greatly appreciated.

Maybe some thing in the Betulaceae family (Alnus- alder, Betula – birch, Corylus- hazel, etc…). I’m guessing this maybe river birch aka red birch (Betula nigra)? Check it out and see if you have match. Sorry, I’m not an expert on birch disease & pest, perhaps you could try your local Agriculture Extension for further assistance. Check out link below for article on river birch. Best wishes! https://www.britannica.com/plant/river-birch
