Notes:
This plant grows on a wall behind our condo. It is very unsightly because it drops all of its leaves in the winter. It has a small white bloom in the winter. It also frequently has weeds growing in it. I would like to have the condo assoc. remove it but I need to identify it first.

I wish I could see its flowers. Your plant leaves look similar to those of winter jasmine (Jasminum nudiflorum)? According to sources it has yellow or white flowers. The yellow form is more common. But I’m only speculating, perhaps you could give us an update with a new post when it blooms again if this is not winter jasmine. Best wishes! https://www.google.com/search?q=winter+jasmine&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwimseGpro_QAhVDYiYKHUaMDQ8QiR4IgwE&biw=1920&bih=909#imgrc=wGPV3e9plrFtZM%3A
