goplantgo Flower Fanatic says:
This is oleander, a pretty tropical shrub! It can, and often is, used as a houseplant (in a sunny window) or deck plant. It will grow into a small shrub, and can be cut back to keep it a manageable size if you like. The appendages are seed pods that formed from past flowers. Unless you want the seeds, you can remove the old flowers to promote more blooms in the future. It’s fairly easy to grow, as you probably already know. Hope this helps!
