Hello. We saw this shrub or tree outside of a restaurant in columbus. I uploaded 4 different photos of the same tree. Leaves look like needles almost of a spruce tree but it is very short. Looks very cool reminds us of almost of a tree one might find in asian garden. Any one know what it is?

This might be the singleseed juniper/Himalayan Juniper (Juniper squamata). The plant in the photos maybe Juniperus squamata ‘Blue Star’.
