Notes:
Started as small patch of dead leaves and spread to entire shrub in about 5 weeks time. Now same thing is starting on shrub (same type) about 6 feet over. Can it be saved?

A close up of the leaves and interior of the plant would be helpful but, from here it looks like a severe scale infestation on a Golden Euonymus shrub. Compare to this info on Walter’s site: http://www.walterreeves.com/gardening-q-and-a/euonymous-scale-control/
