This small plant is around 7 years old. It was not looked well after. But I cut it down to 3 inches height before spring. Now it is blooming properly. This plant is spreading and increasing diameter-wise. How can one contain the spread or shape this plant? How do you cut the leaves of this plant? I did use an electric-shrub cutter. But I think due to this the end of leaves have brown spots. Pl. advice. Please tell me the name of this plant and any advice on maintaining this shrub.

Sure looks to me a lot like young, naturalized, volunteer Liriope, also called Lilyturf. Southerners call it Monkey Grass.

It looks like it may be garlic chives (pretty white chive flowers). If you break a leaf and smell it and it smells like a combo of garlic and chives then you have it. http://www.survivalfoodplants.com/garlic-chives-allium-tuberosum/
