Notes:
This is a low growing plant with blooms about the size of a honeysuckle bloom. It was seen in a flower garden in San Francisco. I’ve also seen the same flower with red where this one is purple.

It appears to be one of the many lobelias. Lobelia erinus is the principal parent of most of the low-growing bedding forms, but there are dozens of species that vary enormously. Yours looks pretty close to Lobelia erinus ‘Rivera Blue Splash’.
