Notes:
This is a mid-size ornamental tree that is in full bloom now (5/27). There are two in a yard I have passed for many years. We are guessing it is a tree-form ligustrom but not sure about the pattern of the blossoms. The leaf is waxy. I am not sure if it is deciduous. I think it drops its leaves as it would stand out in the landscape if it kept its leaves but I could be worng.

Looks like some kind of ligustrom to me Ð waxy or glossy. http://plants.ifas.ufl.edu/node/230 http://www.monrovia.com/plant-catalog/plants/1794/waxleaf-privet.php
