I’ve seen several of these bushes around the Perimeter area. To my untrained eye it looks somewhat like a peony, but I don’t know of peonies that bloom in winter? They seem to flourish in the cold. I’d love to plant some in my yard, what are they??

These look like camellias to me. They bloom in winter. These are shrubs, and they can grow quite tall.

Camellia Japonica. Many different varieties and colors in reds, whites and pinks and in many different forms. Generally bloom during the winter. They can be harmed by very cold temps, usually teens or below.

That is a camellia. There are tons of varieties, with different colors and numbers of petals and petal structures (like roses). I have 8 varieties my yard, and they are a welcome sight this time of year!
