Found this today at work, would like to know what it is as appears to be damaging plant. One cocoon was way off the plant; how did the critter move the plant pieces way over there? Sorry about picture rotation, extra challenging?

Looks like a bagworm. They do damage some conifers.

Bag worms? I get good results by picking them off. They can certainly make one of those shrubs unsightly.

Could it be the Evergreen bagworm http://en.wikipedia.org/wiki/Evergreen_bagworm? I remember seeing these growinup, usually on cedars or junipers.
