Soil Temperatures for Planting
Q: Is there a general rule for when soil temps reach plantable levels for gardens? i.e.: when outside temp is steady 70 degrees, etc.?
A: Here is a reference from the Arizona Master Gardener manual that may help:
Seeds for the Garden
You can then go to the Georgia Automated Environmental Monitoring Network to get the local soil temperature.

Divide your hanging basket of Boston fern into thirds and plant into three new baskets. Hang in a sunny window; by spring they’ll be big enough to put outside.
